Outcomes of the NGO Participation in Integrated Regional Human Services Planning project.
The NGO Participation in Integrated Regional Human Services Planning project was one of the implementation priorities of the Working Together for NSW Agreement undertaken in 2006/07.
The project aimed to identify key success factors of NGO participation in regional human services planning processes. It also aimed to develop a practical document that could be used as a planning resource for Government and NGOs.
The project focussed on three case studies suggested as examples of good practice:
- Home and Community Care services in the New England region.
- Families NSW services (formerly known as Families First) in Western Sydney (Nepean).
- Illawarra Area Management Group, Illawarra.
Implementation of the project was overseen by a Project Steering Committee chaired by the Executive Director of Communities Division, Department of Community Services and comprising two Human Services and Justice Chief Executive Officers (HSCEOs) and two Forum of Non-Government Organisations (FONGA) nominated representatives. The project was undertaken by the Communities Division.
Two methods of data collection were used to identify and explore the key success factors for NGO participation in the planning processes studied, a structured questionnaire with key informants and a series of focus groups.
The findings of the project were endorsed by the Joint Committee of representatives from HSCEOs and FONGA overseeing the Agreement in August 2007.
The key outcome of the project is the development of a Good Practice Guide aimed to provide support to Government and non-government organisations participating in human services planning processes. The Good Practice Guide is based on the findings of the project and outlines a series of principles of good practice.
Government and non-government agencies are encouraged to use this Guide and review their planning practices to determine whether, and to what extent, these practices could be modified to improve outcomes through service delivery.
