Capable Communities – Outcome-Asset Impact Model

The Outcome-Asset Impact Model from Michigan State University provides people and organizations with a framework for understanding social issues and the foundation for establishing a detailed strategic plan to guide them at every stage of the community change process, including an evaluation framework to assess their progress.

The Outcome-Asset Impact Model (O-AIM), which increases local capacity for building positive change, merges outcome and asset approaches and also integrates a number of other concepts and theories.

Although both outcome and asset approaches are useful and necessary, they are not sufficient alone to create healthy and capable communities.

The framework of the O-AIM consists of three core concepts:
  1. Outcomes occur within an asset context.
  2. Outcomes occur on five interrelated levels.
  3. Outcomes at multiple levels must be considered.
