Toolkit: Defining The Problem

A British toolkit from Renewal.net that has been designed to assist organisations in defining the problems and needs of a neighbourhood for the purpose of community renewal.

'Defining the Problems' describes the processes involved in the identification of needs and development of action strategies. These processes include:

  • Listening to people.
  • Recognising communities of interest.
  • Measuring the problem.
  • Comparing it with problems elsewhere.
  • Thinking about change.
  • Drawing up a strategy.
  • Preparing a delivery plan.

The Problem Definition Toolkit has two main components:

  • Decide on local needs 
  • Establish the evidence
