Social capital: Family support services and neighbourhood and community centres in NSW

Prepared by Paul Bullen with Jenny Onyx for Family Support Services and Neighbourhood and Community Centres in NSW to encourage discussion and reflection on service delivery and community development.

This paper brings together data from the Five Communities in NSW Study, the 1997 and 1998 Local Community Services Association Censuses and the Family Support Services 1998 Census.

Some of the points made in the discussion paper are:

  • community development and social capital are intrinsically linked but they are not the same thing
  • social capital is a prerequisite for the community development process. Where there is no or little social capital people will not be able to come together to work for the common good.
  • community development processes generate social capital.
  • ideally when Neighbourhood Centres provide direct services they should do it in a way that both provides a quality service and generates social capital.
