Consultation and Negotiation with Aboriginal and Torres Strait Islander People

The Queensland Department of Aboriginal and Torres Strait Islander Policy and Development has produced guides to help Non-Indigenous people understand protocols for consultation and negotiation with Aboriginal and Torres Strait Islander people.

Protocol means following the custom and lores of the people or community you are working with and communicating in a way that is relevant to them.

Each Aboriginal and Torres Strait Islander community has its own protocols that should be followed, and these guides are written specifically for Queensland.

However, there are also some similarities and common ground in cross-cultural communication that these publications present which may be helpful to Non-Indigenous people throughout Australia who engage in consultation and negotiation with Indigenous people.

The Guide for Consultation and Negotiation with Aboriginal People includes sections on:

  • Aboriginal history
  • Significant issues
  • Protocols for consultation and negotiation
  • Evaluation
  • Cultural communication cues

The section on Protocols for Consultation and Negotiation covers community visits and formal meetings.

The Torres Strait Islander Communication Guide contains information on:

  • Traditional Torres Strait Islander society
  • Significant issues
  • Issues affecting inter-cultural communication
  • Cultural communication cues
