Review of Volunteer Referral Agencies in NSW

The Review of Volunteer Referral Agencies in NSW, including options on possible directions and role of VRAs in the future.

This review of Volunteer Referral Centres (or Volunteer Referral Agencies) was undertaken between July and September 2003 and was commissioned by the NSW Premier’s Department, in response to the report International Year of Volunteers 2001: NSW Report and Recommendations.

In managing this review, The NSW Premier’s Department was supported by an Advisory Group made up of State Government agencies which currently fund VRAs, and organisations which represent key stakeholders including the NSW Council of Social Services, VolunteeringNSW, COVERRS Inc, the Local Government and Shires Association, and the Local Community Services Association.

The review and the development of an Options Paper was undertaken by Morgan Disney & Associates.

The review was conducted through:

• surveys
• submissions
• site visits
• in-depth interviews
• half day workshop with the Advisory Group and COVERRS network

Issues raised through the review include:

• Coherent and equitable funding
• Flexible models
• Benchmarks for viability and sustainability
• Volunteering and training
• Auspicing and support of services
• Role of Government at all levels

Options explored are in relation to a coherent Volunteering Framework and a coherent Funding Policy Framework.
